AHCA/NCAL Leaders Recognized with Esteemed Industry Awards

Porter, Parkinson, Gifford Named Among D.C.’s Most Influential Advocates

AHCA/NCAL Updates; Awards and Recognition

WASHINGTON, D.C. – This week, American Health Care Association and National Center for Assisted Living (AHCA/NCAL) President and CEO Clifton J. Porter, II, Principal Mark Parkinson, and Chief Medical Officer Dr. David Gifford were recognized for their leadership and advocacy efforts in the health care sector, receiving top awards among Washington, D.C. lobbyists and industry leaders.

The Hill's 2024 Top Lobbyists

Both Porter and Parkinson received recognition on The Hill's 2024 Top Lobbyists list. According to The Hill, “The lobbyists on this list are some of the best in the business and have been go-to advocates during a year defined by unprecedented political events, legislative logjams, federal spending cut crusades and big rulemaking swings by the outgoing Biden administration."

This year marks the 12th consecutive year of recognition as a Top Lobbyist for Parkinson, who officially retired from his role as President and CEO of AHCA/NCAL in October. This is Porter's second consecutive year receiving this recognition, and his first as the new President and CEO.

Over the past year, Porter has been dedicated to building a coalition of bipartisan lawmakers and health care organizations who have raised concerns about the federal government's unrealistic staffing mandate for nursing homes. Through his advocacy, multiple bills have been introduced to block the rule, as well as legislation that promotes more meaningful workforce solutions, such as developing more certified nursing assistants and expanding opportunities for international caregivers to come provide care in the United States.

"I am incredibly humbled to be recognized," said Porter. "This is a reflection of the hard work of our staff, members, and all those who are dedicated to delivering exceptional care to those we serve. We will continue to push for bold solutions in Washington and pursue an ambitious agenda that will ultimately improve quality care."

"To cap my tenure at AHCA/NCAL with this recognition is sincerely meaningful, and it's even more fitting to share it with Clif, who has been an invaluable leader and colleague throughout our time working together," said Parkinson. “I've had the privilege of leading an incredible team, and their dedication has been instrumental in helping me reach this point. I'm excited to see all the great progress they'll continue to make."

McKnight's Pinnacle Industry Ally Award

Dr. Gifford was recognized as a 2024 recipient of the McKnight's Pinnacle Industry Ally Award. The Pinnacle Awards program honors leaders and visionaries in long term care who drive change, inspire others, and shape the future of the profession.

Dr. Gifford has been a leader in long term care, serving as Chief Medical Officer at AHCA/NCAL for more than a decade. He established the association's Quality department and founded the Center for Health Policy and Evaluation in Long Term Care, which provides tools and data to support providers in improving resident outcomes. During the COVID-19 pandemic, he played a key role in keeping providers informed and supported as infection prevention guidance, resources, and vaccine distribution evolved. His work with the LTC Data Cooperative, a National Institute on Aging-funded initiative, focuses on integrating nursing home electronic medical records with research to inform care improvements.

"I am truly honored to receive this award," said Dr. Gifford. "It has been a privilege to work alongside such dedicated professionals who share a common goal of improving the lives of our nation's seniors. The individuals in our profession make it easy to be an industry ally—the passion and care for our residents is inspiring. With the support of our outstanding staff and members, we remain steadfast in our commitment to advancing quality initiatives that ensure every individual in long term care receives the best possible care and has the opportunity to thrive."

The Industry Ally Award will be presented at the McKnight's Pinnacle Awards ceremony in March 2025. This is the third annual Pinnacle Awards celebration.
